The Founder

A Lifetime of Learning by Doing.

Self-directed learning has been a constant in the life of Katherine Starr®. She taught herself to swim at three years old and went on to compete for Great Britain at two Olympic Games.

Decades later, when she encountered limitations in using AI for her own complex work, she applied the same instinct: understand the problem, learn what was necessary, and build what was missing.

Katherine grew up in a household where mathematics, science, research, and technology were part of everyday life. Her mother earned a Ph.D. in mathematics from the University of London and joined IBM as an analyst in 1961, at a time when relatively few women were working in computing.

Her father, Dr. Derek J. Cripps, was a dermatologist, researcher, and professor at the University of Wisconsin–Madison whose pioneering work in photobiology included building specialized instrumentation to study ultraviolet radiation and conducting the research that led to the development of the Sun Protection Factor (SPF) scale, later adopted by the FDA as a standard.

By 1980, Katherine had a computer at home. Technology was not something she discovered later in her career; it was part of the intellectual environment in which she grew up.

Enterprise Technology

Seeing What Connected Architecture Makes Possible.

Katherine later worked at iPlanet, the Sun Microsystems–Netscape/AOL alliance, during a formative period in the development of the internet.

Her work placed her inside an infrastructure transformation that connected previously separate systems, information, and services. It demonstrated what becomes possible when isolated capabilities become part of a connected architecture.

Years later, she recognized a different version of that architectural problem emerging with artificial intelligence.

The Problem

A Plausible Answer Is Not Always a Useful One.

AI can generate answers. But useful intelligence must retain relevant context, remain connected to source records, operate within meaningful boundaries, and continue as the work develops.

That requirement led to the patent-pending Functional Intelligence™ Layer.

Complex work develops across records, facts, chronology, analysis, decisions, drafts, and prior work.

A single document rarely tells the whole story. A single event does not establish a pattern. And an answer generated from an isolated prompt cannot substitute for an understanding of the record, the relevant framework, and the work that came before it.

Katherine’s experience across enterprise technology, institutional analysis, and advocacy made the limitation clear: AI could produce coherent output while losing the context and source relationships necessary to make that output reliable in practice.

“A plausible answer is not the same as a useful one.”

The Missing Capability

The Problem Was Not a Better Prompt.

The limitation was not simply a lack of documents, larger models, or better prompting.

Complex work required intelligence that could preserve what gives information meaning. These capabilities could not be treated as isolated features. They needed to work together as one architecture.

What gives information meaning

  • 01Relevant context
  • 02Connection to original source records
  • 03Matter and workflow boundaries
  • 04The analytical framework appropriate to the task
  • 05Continuity across developing work
  • 06Controlled development of durable knowledge

The Architecture

Functional Intelligence™ Is Built for Continuing Work.

Katherine Starr® founded Angus Intelligence® to build the missing layer between AI output and the requirements of serious work.

The Functional Intelligence™ Layer is designed to help intelligence retain context, remain grounded in source truth, operate within meaningful boundaries, and continue as work evolves.

It is not designed around a single interaction. It is designed around the ongoing body of work: its records, reasoning, history, controls, and changing circumstances.

The Architecture

Intelligence that retains context, remains connected to source truth, operates within meaningful boundaries, and continues as work develops.

First Implementation

Angus4Law™ Applies the Architecture to Legal Work.

Angus4Law™ is the first implementation of the Functional Intelligence™ Layer.

Legal work makes the need for persistent, source-grounded intelligence especially clear. A matter is an evolving body of facts, evidence, authorities, research, analysis, drafts, strategy, and work history—not simply a collection of files.

Angus4Law™ brings that work into a connected, matter-aware environment built to support legal research, analysis, drafting, and review as the matter develops.

Intelligence Should Continue With the Work.

Angus Intelligence® is building infrastructure for organizations whose work depends on context, source truth, appropriate boundaries, and accountable reasoning.
